The world still interprets war through an American lens

War often imposes clarity on events that are anything but clear.

After the latest escalation in the Middle East — following American and Israeli strikes on Iranian targets — familiar arguments surfaced almost immediately. Governments, commentators and analysts moved quickly to define the conflict: who started it, who is acting in self-defence and which side is violating international norms.

The language is recognisable across continents. Leaders speak of sovereignty, deterrence and the defence of international order.

Critics invoke the same vocabulary to condemn hypocrisy or double standards.

Yet the framework through which many of these debates unfold has a specific origin.

For much of the past century, the world has learned to interpret war through categories shaped by American power.

The strategic lens of the state

This transition helps explain why discussions about war in countries such as Australia often sound familiar even when the strategic environment has changed.

Public debates frequently focus on ethical alignment: which side represents the right values, which actions violate international norms and which actors deserve international support.

Governments often reinforce this interpretation. Moral language can mobilise domestic audiences, build coalitions and simplify complex geopolitical calculations.

States, however, rarely make decisions in these terms alone.

Strategic planning typically centres on interests, capabilities and risk assessments. Officials consider whether a conflict will alter regional balances of power, strengthen or weaken alliances or reshape deterrence relationships. Ethical arguments may accompany these calculations, but they seldom replace them.

The distinction between public narratives and strategic reasoning has long existed in international politics. What is changing is the geopolitical context in which those narratives operate.

For decades, American power gave coherence to the language used to interpret global crises. Even critics of Washington often framed their arguments in terms of international law, global rules or the legitimacy of interventions — concepts embedded in the order the US helped construct.

Today, that vocabulary persists, but the world it once described is evolving.

The language of order

After World War II, the US did more than defeat its rivals.

It helped design the institutional and intellectual structure of the modern international system.

Washington played a central role in creating institutions such as the United Nations, the International Monetary Fund and the World Bank.

It built a network of alliances stretching from NATO in Europe to security partnerships across Asia.

Together, these arrangements formed the foundations of what American policymakers later described as a "rules-based international order".

American influence extended beyond institutions. It also shaped how international politics came to be interpreted.

Conflicts were framed as struggles between states that upheld rules and those that sought to overturn them.

Political systems were frequently categorised as democratic partners or authoritarian challengers.

Military interventions were justified in terms of defending democracy, deterring aggression or protecting the norms that governed international behaviour.

During the Cold War, these narratives reflected geopolitical reality. The US and the Soviet Union competed not only for territory and influence but for ideological legitimacy.

Each side claimed to represent a universal political model.

When the Soviet Union collapsed, the ideological rivalry ended, but the language endured.

The wars that followed — in the Balkans in the 1990s, Afghanistan after the attacks of 9-11, and Iraq in 2003 — were frequently explained through the same framework.

Leaders spoke of protecting international rules, confronting aggression or expanding the reach of democratic governance.

For decades, this interpretation of world politics appeared coherent because American power was dominant enough to sustain it.

That dominance is now more contested.

A changing landscape of power

To date, the US remains the most capable military power in the world. But the distribution of economic and technological influence has shifted significantly.

Measured by purchasing power parity, the US accounted for roughly half of global economic output in 1950.

Today, its share is closer to 15 per cent, while China's has risen to nearly one-fifth, or 20 per cent, of the world economy. These shifts have reshaped global supply chains, technology competition and patterns of trade.

Strategic rivalry is also unfolding in arenas that rarely feature in traditional accounts of war.

Nearly all international data traffic travels through fibre-optic cables on the ocean floor.

These undersea networks carry financial transactions, diplomatic communications and military information.

Governments increasingly treat them as strategic infrastructure. Damage to such cables in the Baltic Sea in recent years — including incidents linked to vessels suspected of deliberate interference — has highlighted their vulnerability.

Competition is equally visible in technologies such as semiconductors, artificial intelligence and satellite systems.

Export controls on advanced chips imposed by the US and its allies aim to slow China's access to high-end computing power. Beijing has responded by accelerating its efforts to build domestic alternatives.

These contests are central to global power but rarely fit neatly into the moral categories inherited from the 20th century.

At the same time, many countries are reluctant to organise their foreign policies around a single geopolitical bloc.

India, for example, has deepened defence cooperation with the US through initiatives such as the Quad while maintaining energy and security ties with Russia.

Saudi Arabia and the United Arab Emirates continue to rely on American security guarantees while expanding economic partnerships with China.

Brazil, Singapore and other middle powers seek room to manoeuvre between competing centres of influence.

This pattern reflects strategic calculation rather than ambiguity.

In a more fragmented international system, flexibility can offer strategic advantages.

China's own narrative

China has attempted to frame these changes through its own narrative.

Chinese President Xi Jinping frequently describes the present moment as "changes unseen in a century", suggesting that Western dominance may gradually give way to a more multipolar order.

Yet this interpretation has not become the organising framework of global politics.

China's economic influence is enormous, but its political model has limited appeal abroad.

Governments may cooperate with Beijing on trade and infrastructure while remaining cautious about its long-term strategic ambitions.

The result is a transitional moment in which the framework that once structured international debate is weakening, while no alternative has yet gained comparable authority.

Wars will always generate arguments about justice and responsibility. But understanding contemporary conflicts requires recognising how deeply older frameworks still influence interpretation.

When people debate wars today, they are not only analysing events on the ground.

They are also drawing on ideas about order and legitimacy formed during the American century.

Even those who reject American power often rely on the strategic language it produced.

In that sense, they are engaging in a familiar practice of international politics: thinking like the US.
